Consult21

21CN is changing the rules for our industry. It's exciting but it's also challenging. In recognition of this, when BT announced its vision, strategy and proposed timeline for 21CN in June 2004, we also announced our plans to consult openly with our wholesale customers.

Being the first to undertake such a programme means there is no manual that will show us step by step how to build 21CN, and we know that BT alone does not have all the answers. That's why we are committed to taking what - for our industry - is an unprecedented approach to openness, transparency and inclusiveness.  We therefore created Consult21, the largest voluntary industry consultation programme of its kind anywhere in the communications world today.

Over the last year, BT's wholesale customers have been actively involved in this process, and have challenged, questioned and supported 21CN.  The initial focus was on working with wholesale customers to successfully deliver the existing portfolio on to the 21CN platform. This included consultation on billing, new contracts and new processes. As a result of the Consult21 process, BT has reviewed some of its milestone plans and rephrased some deliverables.

In Autumn 2005, Consult21 moved into its second phase. Activity centres on the development of the next generation products and services including access and interconnection products with their associated contracts and timelines. It will continue to consider 21CN interoperability and to consult on the proposed migration paths of the existing products.

Consult21 has made significant progress but there is still much to do. Recognising that it is only by the industry working in the spirit of openness that the benefits of what 21CN can do for society will be optimised, BT remains committed to giving wholesale customers an opportunity to input and influence 21CN's development.
