BT’s comments on the DTI consultation document on the draft Electronic Communications (Market Analysis and Universal Service) Regulations

Introduction

The draft Regulations set out in this consultation document are designed to give Oftel the powers necessary to undertake two of the most important preparatory tasks required by the new Directives. The Regulations pre-figure certain aspects of the Communications Bill, and this response makes frequent reference to the comments BT has already made on the relevant clauses in the draft Bill.
