BT response to the consultation on ICSTIS governance changes: Creating an industry advisory panel, an originating network operator forum and reviewing other consultative structures and terms of reference

Introduction

BT welcomes the opportunity to comment on the proposed ICSTIS structure and contribute to process improvements to develop a more effective partnership of ICSTIS and Industry.

In summary, BT's position is as follows:

BT supports the formation of an Advisory Panel, and is largely in agreement with its remit, but wishes to see it being flexible in terms of membership.

BT supports the widening of membership of INOC to include OCPs, TCPs and SPs.  BT believes separate bodies for each constituency may cause unnecessary duplication, introduce delays and appear exclusionary.

This response is structured around the sections of the consultation and makes observations on each respectively.
