BT Response to the Ofcom Consultation on Ensuring effective competition following the introduction of spectrum trading

This paper comprises BT's formal response (dated  July 16, 2004) to Ofcom's consultation document published on June 10,  2004.

Executive summary

BT welcomes the progress made by Ofcom in establishing spectrum trading in the UK.

BT believes that when spectrum liberalisation is fully introduced along side spectrum trading the majority  of competition concerns will be reduced as liberalisation has the effect of reducing the ability of a spectrum operators to restrict supply for a given  application.

BT is broadly in agreement with the Ofcom proposals to ensure effective competition, but there may be some transitory concerns during the rollout phase and we have indicated some possible ways of dealing with such concerns for the interim period until trading and liberalisation have been fully extended across as much of the available spectrum as possible.
