Executive Summary

This is a follow-up to the Ofcom consultation "Valuing Copper Access Part 1" that was published by Ofcom in December 2004.  This consultation examines a range of specific proposals for revaluing BT's copper-based local access network. BT believes that a revaluation of the local access network assets is unnecessary, and that Ofcom have not presented evidence that their proposals are justified.  BT believes that the local access network should continue to be valued for regulatory purposes on a Current Cost Accounting basis, with no change to the economic asset lives.
