BT's response to Ofcom's consultation Next Generation Networks: Further Consultation

EXECUTIVE SUMMARY

Ofcom's consultation document is appropriately focussed on identifying a clear policy framework for the development of Next Generation Network (NGN) competition, coupled with industry-led processes to deal with NGN development and transition. This appears to BT to strike the right balance, enabling the industry to address the commercial, technical and operational challenges of NGN, with Ofcom providing the policy context, market review and dispute resolution functions.

Ofcom's consultation document addresses two fundamental areas:

• Regulatory proposals in relation to BT's NGN (21CN);

• How the wider issues of NGNs can be addressed.
