EXECUTIVE SUMMARY
Following the referral by Opal Telecom of an alleged dispute in January 2006 and Ofcom's subsequent decision in February 2006 to accept it, Ofcom is proposing to set a price ceiling of £29.06 per migration for MPF bulk (mass) migrations. This ceiling will apply to migrations
performed within normal working hours.
To calculate this ceiling, Ofcom has used cost information provided by Openreach to which it has made some adjustments whilst imultaneously disallowing some cost elements. Ofcom proposes to maintain this ceiling until the wholesale local access market is next reviewed.
