Executive Summary

BT agrees with Ofcom's conclusion that there is no longer a need for formal control of BT's prices.  The main reasons are that:

  • competition in fixed-line telephony alone is now sufficiently established and flourishing as to make price control redundant;

  • competition from alternative services, such as mobile calls, VoIP and Broadband, is already strong and is expected to increase further over the coming months and years;

  • Consumers generally, and those in special need in particular, will continue to be protected by BT's other regulatory obligations such as Universal Service and subsidised telephony offerings.
