Conditions Regulating Sexual Entertainment Services

Introduction

1. Ofcom proposes that sexual entertainment services (SES) should no longer be supplied behind 08 numbers and, where currently they are, they should move to 09 numbers. 

2. Generally, BT is opposed to forced number changes since they generate cost and inconvenience for customers and industry, often create negative press, and typically reflect poorly on all parties involved or perceived to be involved.  However, in BT's view, a number change for lower tariffed SES from 08 to 09 is desirable as consumer awareness and protection of minors on balance justify moving these services to the 09 number range.  SES numbers are often promoted in the shorter term.  This differs from more traditional numbers, which are more often used in the longer term.  In any event, BT recognises that this consultation flows from a policy decision previously taken by Ofcom which is not itself under review.
