Wholesale Mobile Voice Call Termination charge controls - request for consent

Introduction

BT understands the need for Ofcom to grant this request, but is disappointed that the mobile network operators find themselves once again having to request waivers from regulation.  We note that this Consent, if granted, would not have the effect of blending the two separate controls, for the reasons outlined in paragraph 3.17 of the consultation.  It is unfortunate, however, that the mobile operators have not been given sufficient incentive to introduce measures to comply fully with the forthcoming charge control.  We would trust that any future regulation of the mobile termination market is able better to address any potential for such a situation to arise.
