BT agrees with the Director General that it is right that the 'top shelf' principle should be retained in relation to promotion of adult entertainment services delivered by 0909 PRS numbers. BT is, however, disappointed to note that the Director General has been persuaded that a contextual approach to non top shelf publications would reflect changes in society yet address public concern.
