Introduction

Under the new regulatory framework, general rights and obligations to negotiate interconnection (hereafter referred to as "general interconnection rights") will be determined solely by a communications provider’s characteristics, and will no longer depend on a regulatory decision as at present. Providers will need to decide themselves whether they or others possess those characteristics. Formal OFCOM involvement will be limited to resolving disputes over eligibility. The Guidelines which form the subject of this consultation will play an important role in clarifying how the new regime will work in practice, not only for providers but also for those in OFCOM who will be called upon to resolve disputes over general interconnection rights
