Caerphilly County Borough Council, the Welsh Development Agency, with support from the Corus Regeneration Partnership and the Welsh Assembly Government.
The Blackwood, Hengoed, Newbridge and Bargoed exchanges where enabled in February 2003, offering access to 1,800 SMEs and more than 28,000 consumers. In addition to marketing broadband, the Council provides a subsidy scheme for businesses wishing to take advantage of the many benefits broadband can bring, using a service provider of their choosing.
In November 2003, following the initial success of the partnership, the Machen, Rhymney, Nelson, Cross Keys and Ynysddu exchanges where enabled in phase 2.
Enthusiasm for broadband saw demand 'ripple out' and the Risca and Senghenydd exchanges hit their trigger levels making Caerphilly the first county borough in Wales to achieve 100% exchange coverage.
