BT's partnership with Rotherham Metropolitan Borough Council has led to millions of pounds in efficiency savings

Efficiency savings secured through a pioneering partnership between BT and Rotherham Metropolitan Borough Council (RMBC) have been highlighted in a National Audit Commission report published this week.  

The Audit Commission's back-office efficiency study - called Back to Front - features Rotherham as one of the case study councils and cites procurement efficiency savings brought about through the partnership with BT.

BT entered into a 12-year public private partnership agreement with RMBC in 2003, and the agreement was re-signed in May this year.

The aim of the RBT partnership - formally known as RBT (Connect) - is to improve services for the benefit of citizens, particularly through electronic delivery.

The Audit Commission report says RMBC has made “£19.3 million of back-office efficiency savings during SR04, (a review period covering the past three years), including £10 million of corporate and £9.2 million of procurement efficiency gains”.

Through the partnership with BT, RMBC has not only seen efficiency savings but also sustainability benefits in procurement, with around 140,000 fewer paper-based documents being produced annually.

BT Global Services local government RBT marketing manager Lucy Herrett said: “Since the start of the contract, significant internal process improvements have been delivered - particularly in procurement, revenues and benefits, human resources and payroll.

“RBT is set to continue to drive the transformation agenda and increasingly it is being called upon to share its experience and expertise for the benefit of other local authorities.”

RBT’s success has been recognised externally through national award successes - including the Municipal Journal Best Public-Private Partnership Award. The procurement function has won the Association for Public Service Excellence Award for procurement efficiency, an eGovernment National Award for procurement efficiency and the Beacon Award for Delivery of Quality Services Through Procurement 2006-07.
